The Pensioner's Certificate of the recipient of the State old-age pension or the Service Pension Receiving Certificate (hereinafter - pensioner's certificate) shall be issued to persons to whom the State Social Insurance Agency has granted an old-age or service pension. A certificate may be requested at the same time as requesting a pension or at any time after the granting of the pension.

Process description

  1. Service requests
    A pensioner's certificate may be requested in any Chapter of the SAA by producing a personal identification document (passport or identity card). If the pensioner's certificate is requested by the authorised representative of the person, a mandate shall be submitted.

    A photograph of the recipient of the pensioner's certificate (3 x 4 cm) must be submitted.

    If the VSAA contains a photograph of the recipient of the pension, the application for the receipt of the pensioner's certificate may also be submitted by post or e-mail, signed with a secure electronic signature containing the time stamp.

    When requesting a pensioner's certificate again, the application shall state the grounds for requesting a repeat.

  2. Receipt of services
    A pensioner's certificate may be obtained on the spot, presenting a personal identification document and a mandate, if the authorised representative of the person receives the certificate.

    If the request for a certificate is submitted in the presence of the SAA, the certificate may also be obtained by letter registered in the mail.
