The State aid for children with celiac disease shall be paid if a certified gastroenterologist has issued a written statement stating that the child has been diagnosed with “celiac disease”. State aid can be received for a child up to 18 years of age. After reaching the age of 18, the State aid is paid if the child is studying at a comprehensive education or vocational education institution and is not older than 20 years, or studies at a higher education institution in a daytime department (full-time studies) and is not older than 24 years.

Process description

  1. Service requests
    The aid must be requested within 12 months of the issue of the medical certificate. When requesting aid at a later date, it shall only be granted for the preceding 12 months before the date of application for the aid.

    In order to request the aid, a specific form of application addressed to the SAA must be completed.
    May submit a submission:
    • electronically - using the official electronic address (e-address) or e-mail (the application must be signed with a secure electronic signature containing the time stamp);
    • on-site (if requested for service, a personal identification document (passport or ID card) must be produced);
    • by post.
    The application may be submitted to any VSAA customer service centre.

    After reaching the age of 18, a statement of a foreign educational institution shall be submitted to the applicant for support for a child who is studying abroad. The document issued by a foreign educational institution must contain information that the person to whom it was issued is trained in a general education or vocational education institution or higher education day department (full-time) during the period specified in the document. The document issued by a foreign education institution must be accompanied by a translation and must be legalised. If the document was issued in the European Union, the European Economic Area State or the Swiss Confederation, as well as in the countries of the agreement, Russia, Belarus and Ukraine, it is not necessary to legalise it.

    The submission shall indicate the preferred method of receiving the decision.

  2. Receipt of services

    If the official electronic address account (hereinafter the e-address) is activated, the decision will be sent by the SSIA to the e-address regardless of how the application is submitted.

    If the e-address is not enabled and:

    • completed for e-submission on portal Latvija.gov.lv, the decision will be available for viewing on portal Latvija.gov.lv in the “SSIA information and services” e-service under the “logged-in services” section;

    • the application has been submitted to the SSIA in person, electronically (signed with a secure electronic signature) or sent by post - the decision may be received according to the type of receipt of the decision indicated in the application: on the portal, Latvija.gov.lv, face-to-face, or by post

    At the choice of the recipient, the SSIA shall transfer the service to the account of the Latvian credit institution or postal payment system.

The right to state support is granted to a child with celiac disease who is:

  • under 18 years of age (has not reached the age of majority);
  • after reaching 18 years of age (after reaching the age of majority), if the child is studying at a general education or vocational education institution and is not older than 20 years, or is studying full-time at a higher education institution and is not older than 24 years.


If the child:

  • permanently resides in Latvia;
  • has been assigned a personal identity number.


The support can be received by:

  • one of the parents,
  • a guardian or adopter,
  • a person who actually raises the child, including a foster family;
  • the child themselves after reaching 18 years of age.


The document justifying the right to state support:

  • a written certificate from a certified gastroenterologist indicating the diagnosis of celiac disease and specifying the date for a follow-up examination, which must not exceed two years from the date of issuance of the certificate.
  • this certificate must be submitted to the State Social Insurance Agency (VSAA) when applying for state support.

The amount of support is 160 per month.

The support is granted for the period until the date of the follow-up examination specified in the doctor's certificate (but not longer than 2 years).


The disbursement of support continues after a follow-up health examination of the child if it is conducted within the time specified in the doctor's certificate.


If the follow-up examination is not conducted within the time specified in the doctor's certificate, the disbursement of support is resumed from the day the doctor's certificate is issued.


If the child continues education after reaching 18 years of age, the support is disbursed:

  • If information about the current academic year has not been received by the State Social Insurance Agency (VSAA), the disbursement of support is suspended from 1 October. For students in graduating classes or courses, the disbursement of support is suspended from 1 July.
  • The disbursement of support is resumed from the next calendar month following the date of receipt of electronically submitted information or a certificate.
  • The unpaid support amount due for previous months is added to the support for the current month.


If the child studies abroad after reaching 18 years of age, a certificate from the foreign educational institution must be submitted to the VSAA to receive state support:

  • The document issued by the foreign educational institution must contain information that clearly indicates that the person to whom it is issued is studying at a general education or vocational education institution or a higher education institution in a full-time programme during the specified period.
  • Documents issued abroad must be legalised in accordance with document legalisation requirements. If the document is issued in a foreign language, a translation of the document may also be required.


The disbursement of support is suspended:

  • for the period during which the benefit recipient or the child for whom the benefit is granted is under full state maintenance or placed in a state, municipal, or private care institution;
  • if the benefit recipient or the child for whom the benefit is granted leaves the Republic of Latvia for permanent residence abroad.


The support is disbursed once a month for the current month (e.g., in May for May).


The support can be received:

  • by transferring it to the support recipient’s account in a credit institution of the Republic of Latvia or the postal settlement system (PSS).
