The State social benefit is paid to a participant of the Chernobyl nuclear power plant (NPP) emergency response who has a certain disability due to the Chernobyl NPP emergency response work. The benefit is also paid to the family, surviving spouse, parents, and grandchildren of the deceased participant of the emergency response, if they have been dependent on the deceased.

Process description

  1. Service requests
    The allowance must be claimed within 6 months of the date of the determination of the disability or the date of death of THE member OF THE CHAISE.

    When applying for the benefit at a later date, it shall only be granted for the previous 6 months before the date of application for the benefit.

    In order to claim the benefit, a specific form of application addressed to the SAA must be completed.
    May submit a submission:
    • electronically - using the official electronic address (e-address) or e-mail (the application must be signed with a secure electronic signature containing the time stamp);
    • on-site (if requested for service, a personal identification document (passport or ID card) must be produced);
    • by post.
    The application may be submitted to any VSAA customer service centre.

    The submission shall indicate the preferred method of receiving the decision.

    If the family members of the member of the deceased Chernobyl AES in the event of a loss of benefit are requested, the following shall be presented:
    • an opinion issued by the Centre for Occupational and Radiation Medicine, a clinical university hospital, that the death of the member is caused by a disease which has been caused by a causal link with the elimination of the consequences of the accident of Chernobyl AES,
    • for a grandchild, spouse or parent, a judgment of the court on determining the existence of a dependant.

  2. Receipt of services

    If the official electronic address account (hereinafter the e-address) is activated, the decision will be sent by the SSIA to the e-address regardless of how the application is submitted.

    If the e-address is not enabled and:

    completed for e-submission on portal Latvija.gov.lv, the decision will be available for viewing on portal Latvija.gov.lv in the “SSIA information and services” e-service under the “logged-in services” section;

    the application has been submitted to the SSIA in person, electronically (signed with a secure electronic signature) or sent by post - the decision may be received according to the type of receipt of the decision indicated in the application: on the portal, Latvija.gov.lv, face-to-face, or by post

    At the choice of the recipient, the SSIA shall transfer the service to the account of the Latvian credit institution or postal payment system.

The right to receive a state social benefit is granted to:

  • a participant in the liquidation of the consequences of the Chernobyl Nuclear Power Plant (NPP) accident, starting from the date of disability recognition, if the disability is related to the liquidation work of the Chernobyl accident;
  • the family of a deceased participant in the Chernobyl NPP accident liquidation, starting from the date of the participant’s death, if the cause of death is related to the Chernobyl liquidation work.

Family Members of a Chernobyl Accident Liquidator Are Considered To Be:

  • children under the age of 18;
  • children aged 18 to 24, if enrolled in full-time secondary or higher education;
  • the spouse, parents, and grandchildren, if they were dependents of the deceased.

The benefit may only be received by one family member.

Amount of the Benefit

  • From 1 January 2021 – €109 per month
  • From 1 July 2023 – €125 per month
  • From 1 January 2024 – €137 per month
  • From 1 January 2025 – €166 per month

The amount of the benefit is reviewed annually on 1 January.

 

If a child continues education abroad after reaching the age of 18, in order to receive the state social benefit, a certificate issued by the foreign educational institution must be submitted to the State Social Insurance Agency (SSIA).

The document issued by the foreign educational institution must clearly indicate that the person is, during the specified period, enrolled in a general or vocational education institution, or in a full-time (daytime) study programme at a higher education institution.

Documents issued abroad must be certified in accordance with the requirements for legalisation or apostille.

If the document is issued in a foreign language, a translation may also be required.

The state social benefit may be received:

  • by transfer to the recipient’s account in a credit institution or Postal Settlement System account in the Republic of Latvia;
  • by home delivery to the recipient’s declared residence (subject to a fee of €2.39).
