Childcare benefit shall be paid to one of the child’s parents, guardian, or another person who, in accordance with the decision of an Orphan's and Custody Court, actually cares for and raises the child to the age of two years. If the benefit is paid for twins or more children born in the same birth, additional payment shall be granted in addition to the childcare benefit for each following child.

Process description

  1. Service requests
    The allowance must be claimed within 6 months of the date of the entitlement. When applying for the benefit at a later date, it shall only be granted for the previous 6 months before the date of application for the benefit.

    In order to claim the benefit, a specific form of application addressed to the SAA must be completed.
    May submit a submission:
    • on the www.latvija.lv portal;
    • on-site (if requested for service, a personal identification document (passport or ID card) must be produced);
    • electronically (the application must be signed with a secure electronic signature containing the time stamp);
    • by post;
    • through the competent foreign authority.
    An application may be submitted in person to any VSAA customer service centre or to the unified customer service centres of the State and local governments.

    The submission shall indicate the preferred method of receiving the decision.

  2. Receipt of services

    If the official electronic address account (hereinafter the e-address) is activated, the decision will be sent by the SSIA to the e-address regardless of how the application is submitted.

    If the e-address is not enabled and:

    • completed for e-submission on portal Latvija.gov.lv, the decision will be available for viewing on portal Latvija.gov.lv in the “SSIA information and services” e-service under the “logged-in services” section;

    • the application has been submitted to the SSIA in person, electronically (signed with a secure electronic signature) or sent by post - the decision may be received according to the type of receipt of the decision indicated in the application: on the portal, Latvija.gov.lv, face-to-face, or by post.

    At the choice of the recipient, the SSIA shall transfer the service to the account of the Latvian credit institution or postal payment system.

A person shall be entitled to receive the allowance:

  • who, together with their child, is permanently residing in Latvia (Latvian citizens, non-citizens, foreign nationals, and stateless persons);
  • who, as well as the child, has been assigned a personal identity number;
  • who is taking care of a child under the age of two.

The childcare allowance shall be granted to:

  • one of the parents,
  • a guardian or adopter,
  • a person who is actually raising the child, including a foster family.

The allowance shall not be granted to a person who:

  • has been issued a temporary residence permit in Latvia.

 

The childcare allowance may be received both by employed parents (employees or self-employed persons) and by unemployed persons. This means that employment status neither limits nor creates entitlement to the childcare allowance – it may be received regardless of whether the person is working or not.

Amount of the Allowance:

  • a person taking care of a child under the age of one and a half years shall receive 171 per month;
  • a person taking care of a child from the age of one and a half years to two years shall receive 42.69 per month.

If twins or triplets are born in the family, an additional supplement shall be granted to the basic amount of the childcare allowance for the care of each subsequent child:

  • a person taking care of twins or multiple children born during the same delivery under the age of one and a half years shall receive an additional 171 per month for each subsequent child;
  • a person taking care of twins or multiple children born during the same delivery from the age of one and a half years to two years shall receive an additional 42.69 per month for each subsequent child.

Granting of the Childcare Allowance:

  • If the parent is not a socially insured person (unemployed), the allowance shall be granted from the date of the child’s birth, provided that, in relation to the birth and care of the child, maternity benefit, parental benefit, or childcare allowance has not been granted to the other parent for the same period.
  • If the parent is a socially insured person (employed), both the parental benefit and the childcare allowance shall be granted simultaneously for the care of the same child. Both benefits may be received concurrently, provided that maternity benefit has not been granted for the same period in relation to the birth of the child.

The parental benefit and the childcare allowance for the care of the same child during the same period shall be granted to one person only. Therefore, the parents must agree which of them will receive the benefits, as both benefits shall be granted to one parent (one person) at a time.

The allowance shall be paid for the previous month (for example: in May for April).

Payment of the allowance shall be suspended:

  • during the period when the allowance recipient or the child for whom the allowance is granted is in full State care or placed in a State, local government, or private care institution;
  • if the allowance recipient or the child for whom the allowance is granted leaves the Republic of Latvia for permanent residence abroad.

The allowance may be received:

  • by transfer to the recipient’s account with a credit institution or the Postal Settlement System (PSS) in the Republic of Latvia;
  • if the allowance is granted in accordance with an international agreement in the field of social security concluded by Latvia or under the provisions of the Regulation, and the recipient resides in an EU/EEA Member State or a contracting state, the allowance may be transferred to an account with a credit institution in the respective foreign country.
