Persons born from 1 July 1951 to 1 July 1971 (inclusive) have the right to join the 2nd pension pillar voluntarily by submitting an application to the State Social Insurance Agency (SSIA).
SSIA ensures the addition of persons to the 2nd pension pillar, registers the selected fund manager and investment plan, and informs thereon by sending a notification to the person by post to the declared address of residence.

Process description

  1. Service requests
    To request the service, you must fill in for a particular form submission addressed to the SSIA.

    May submit a submission:
    • on the portal;
    • on-site (if requested for service, a personal identification document (passport or ID card) must be produced);
    • electronically (the application must be signed with a secure electronic signature containing the time stamp);
    • by post.
    An application may be submitted in person to any VSAA customer service centre or to the unified customer service centres of the State and local governments.

    The submission shall indicate the preferred method of receiving the decision.

  2. Receipt of services
    The person shall receive statements to the new participants regarding registration of the member of the State funded pension scheme and the choice of the investment plan at the address of the declared place of residence.
