The indemnity is paid to a foster family (except for a specialized foster family) into which a child has been placed in foster care for a period longer than one month by a decision of the Orphan's and Custody Court and an agreement has been concluded between the municipality and the foster family. The amount of indemnity depends on the number of children placed in foster care.

Process description

  1. Service requests
    Reimbursement shall be requested within 6 months from the date on which, in accordance with the decision of the Orphan's Court, the child is placed in a foster family. When requesting reimbursement at a later date, it shall be granted only for the previous 6 months before the date of the request for reimbursement.

    In order to claim the remuneration, a specific form of application addressed to the SAA must be completed.
    May submit a submission:
    • electronically - using the official electronic address (e-address) or e-mail (the application must be signed with a secure electronic signature containing the time stamp);
    • on-site (if requested for service, a personal identification document (passport or ID card) must be produced);
    • by post.
    The application may be submitted to any VSAA customer service centre.

  2. Receipt of services

    If the official electronic address account (hereinafter the e-address) is activated, the decision will be sent by the SSIA to the e-address regardless of how the application is submitted.

    If the e-address is not enabled and:

    • completed for e-submission on portal Latvija.gov.lv, the decision will be available for viewing on portal Latvija.gov.lv in the “SSIA information and services” e-service under the “logged-in services” section;

    • the application has been submitted to the SSIA in person, electronically (signed with a secure electronic signature) or sent by post - the decision may be received according to the type of receipt of the decision indicated in the application: on the portal, Latvija.gov.lv, face-to-face, or by post

    At the choice of the recipient, the SSIA shall transfer the service to the account of the Latvian credit institution or postal payment system.

The right to receive remuneration for the performance of foster family duties shall be granted to one of the foster parents:

  • to whom a child has been placed for care and upbringing pursuant to a decision of the Orphan's and Custody Court;
  • who has concluded an agreement with the local government on the placement of a child in the foster family (this condition was applicable until 31 December 2020).

As of 1 January 2021, foster parents shall mutually agree on which of them will apply for remuneration for all children placed in the foster family. It is not relevant which of the foster parents has concluded the agreement with the local government, as the status of a foster family is granted to the family as a whole, not to each spouse individually.

  • if the child has been placed in care for a period exceeding one month.

Remuneration for the performance of foster family duties may be received by a foster parent:

  • who, together with the child, resides permanently in Latvia (including Latvian citizens, non-citizens, foreign nationals, and stateless persons);
  • who, together with the child, has been assigned a personal identity number.

 

Remuneration may not be received:

  • by a foster parent who, or whose foster child, has been granted a temporary residence permit for residing in the Republic of Latvia;

by a foster family that has obtained the status of a specialised foster family (https://www.bac.gov.lv/lv/rokasgramata-barintiesam) (Volume 2) and has a child placed in its care.

The amount of remuneration for the performance of foster family duties depends on the number of foster children placed in the foster family:

  • for one child placed in the foster family – €171 per month;
  • if two children are placed in the foster family – €222.30 per month;
  • if three or more children are placed in the foster family – €273.60 per month.

When the number of children in a foster family changes, the amount is recalculated:

  • if the number of children increases, the amount of the allowance is reviewed as of the day the child is placed in the foster family;
  • if the number of foster children decreases, the amount of the allowance is reviewed as of the first day of the month following the month in which the decision of the Orphan's and Custody Court terminating the child's stay in the foster family was made.

Remuneration shall be granted and paid:

  • from the day the child is placed in the foster family,
  • until the day specified in the decision of the Orphan's and Custody Court and in the contract concluded between the municipality and the foster family, but not later than until the child reaches the age of majority.

Remuneration shall be paid once a month for the current month (for example: in May for May).

The amount of remuneration shall be recalculated or its payment terminated if:

  • a decision of the Orphan's and Custody Court is adopted to terminate the child’s placement in the foster family,
  • the term specified in the contract expires,
  • the foster child is adopted,
  • the remuneration recipient obtains the status of a specialised foster family and a child is placed in this foster family.

The allowance may be received by transfer to the recipient’s account with a credit institution of the Republic of Latvia or within the Postal Settlement System (PSS).
