Funeral allowance is paid to the person organising the funeral:
• in the case of death of an employee, self-employed person or a family member that was dependant on them;
• in the case of death of an unemployed person;
• in the case of death of a beneficiary of a pension or insurance indemnity;
• in the case of death of a beneficiary of the state social security benefit. If the deceased person corresponds to several conditions simultaneously, giving the undertaker the right to receive the benefit, only one Funeral allowance, largest in amount, is paid.

1. Service requests

The benefit must be claimed within 6 months of the date of death of the deceased person. If this time limit is exceeded, no benefit shall be granted.

In order to claim the benefit, a certain form of application addressed to the SSIA must be completed.

May submit a submission:

  • Latvija.gov.lv on the portal
  • present a personal identification document (passport or ID card) when requesting a service;
  • electronically (the application must be signed with a secure electronic signature containing the time stamp);
  • by post;

An application may be submitted in person to any SSIA Customer Service Centre, State and local Government Unified Customer Service centres or Riga City Land Registry offices at the time of registration of the fact of death.

The submission shall indicate the preferred method of receiving the decision.

2. Receipt of services

If the official electronic address account (hereinafter the e-address) is activated, the decision will be sent by the SSIA to the e-address regardless of how the application is submitted.

If the e-address is not enabled and:

completed for e-submission on portal Latvija.gov.lv, the decision will be available for viewing on portal Latvija.gov.lv in the “SSIA information and services” e-service under the “logged-in services” section;

the application has been submitted to the SSIA in person, electronically (signed with a secure electronic signature) or sent by post - the decision may be received according to the type of receipt of the decision indicated in the application: on the portal, Latvija.gov.lv, face-to-face, or by post

At the choice of the recipient, the SSIA shall transfer the service to the account of the Latvian credit institution or postal payment system.

 

The funeral benefit may be granted in the following cases:

1. In the event of the death of a socially insured person - the benefit is paid in the amount of two times the deceased person’s average monthly insured income, but not less than the national average monthly insured income:

  • if the person died in 2024 – not less than €1,217.54
  • if the person died in 2025 – not less than €1,366.58

2. In the event of the death of a family member dependent on a socially insured person - the benefit is three times the amount of the State Social Security Benefit (based on old-age eligibility):

  • from 01.01.2024 to 31.12.2024 – €411 (137 × 3)
  • from 01.01.2025 – €498 (166 × 3)

This applies in cases such as the death of a dependent minor child of an employee or self-employed person, or a dependent child up to age 24 who was enrolled in secondary or higher education.

A funeral benefit is also paid if the insured person or their child dies within one month after the termination of employment or self-employment, provided the deceased was:

  • employed or self-employed in at least 2 of the 3 months prior to termination, or
  • made compulsory contributions during that time.

3. In the event of the death of an unemployed person - the benefit is three times the State Social Security Benefit (based on old-age eligibility):

  • from 01.01.2024 to 31.12.2024 – €411
  • from 01.01.2025 – €498

The benefit is granted if the deceased:

  • was receiving unemployment benefit, or
  • was registered as unemployed and had at least 12 months of unemployment insurance contributions within the last 36 months before gaining unemployed status.

4. In the event of the death of a pension or insurance benefit recipient - the benefit equals two months of the deceased's pension or insurance benefit.

If the deceased received a pension, the funeral benefit includes two months’ pension, including any supplement for insurance service before 31 December 1995, if such a supplement was granted.

5. In the event of the death of a State Social Security Benefit recipient - the benefit equals two times the State Social Security Benefit amount.

In the event of the death of a person with Group I or II disability, the funeral benefit is calculated as for a person not in employment.

The funeral benefit is transferred to the beneficiary’s account with a credit institution or the Postal Settlement System account in the Republic of Latvia, as indicated in the application.

If the deceased simultaneously meets multiple eligibility criteria for receiving the funeral benefit (e.g. the deceased was both employed and receiving a pension), only one funeral benefit is paid — the higher of the possible amounts.
