A benefit shall be paid to whom or to whose child disability has been determined and an opinion of the State Medical Commission for the Assessment of Health Condition and Working Ability has been issued on medical indications for special adaptation of a car and receipt of benefit for compensation of transport expenses.

Process description

  1. Service requests
    In order to claim the benefit, a specific form of application addressed to the SAA must be completed.
    May submit a submission:
    • on the www.latvija.lv portal;
    • on-site (if requested for service, a personal identification document (passport or ID card) must be produced);
    • electronically (the application must be signed with a secure electronic signature containing the time stamp);
    • by post.
    An application may be submitted in person to any VSAA customer service centre or to the unified customer service centres of the State and local governments.

    The submission shall indicate the preferred method of receiving the decision.

  2. Receipt of services

    If the official electronic address account (hereinafter the e-address) is activated, the decision will be sent by the SSIA to the e-address regardless of how the application is submitted.

    If the e-address is not enabled and:

    completed for e-submission on portal Latvija.gov.lv, the decision will be available for viewing on portal Latvija.gov.lv in the “SSIA information and services” e-service under the “logged-in services” section;

    the application has been submitted to the SSIA in person, electronically (signed with a secure electronic signature) or sent by post - the decision may be received according to the type of receipt of the decision indicated in the application: on the portal, Latvija.gov.lv, face-to-face, or by post

    At the choice of the recipient, the SSIA shall transfer the service to the account of the Latvian credit institution or postal payment system.

  • permanently resides in Latvia (including Latvian citizens, non-citizens, foreigners, and stateless persons);
  • has been assigned a personal identification number and holds an active status in the Population Register;
  • has a disability themselves or has a child with a disability and has been issued an opinion by the State Medical Commission of Health and Work Capacity Expert Physicians regarding the medical indication for acquiring a specially adapted passenger car and receiving the benefit.

The benefit for an adult youth may also be received (pabalsta_pieprasisana_un_izmaksasana.pdf) by a person who was the youth’s legal representative until they reached adulthood (one of the parents, guardian, or foster parent), if a court decision has been made to initiate proceedings regarding the restriction of the youth’s legal capacity and the establishment of guardianship due to mental or other health disorders.

The benefit may be received by:

  • one of the parents;
  • a guardian;
  • a person who actually raises the child, including a foster family, if the child has been placed in care for a period longer than six months.

The benefit is not granted to a person who has received a temporary residence permit in Latvia, except for:

  • a person who has been granted alternative status in Latvia and their family members within the meaning of the Asylum Law, provided that their permanent residence during the validity of the temporary residence permit is in Latvia;
  • a person who holds an EU Blue Card and their family members, provided that their permanent residence during the validity of the temporary residence permit is in Latvia.

The amount of the benefit is 105.00 (for each full six-month period).

Compensation Benefit for Transport Expenses

  • the benefit is granted from the day the opinion on the medical indication for determination and receipt of the benefit is issued.
  • payment is terminated when the period for which the disability and the opinion on expense compensation have been determined expires.
  • for children with disabilities, the benefit is paid until the expiry of the specified disability or opinion period, but not later than until the child reaches 18 years of age.
  • the benefit is paid twice a year for each full six-month period.

Payment of the benefit is suspended:

  • while the beneficiary or the child is in full state care (in a state-funded long-term social care and social rehabilitation institution or in a place of detention);
  • if the beneficiary or the child leaves the Republic of Latvia for permanent residence abroad.

The benefit can be received:

  • by transfer to the beneficiary’s account in a credit institution or postal settlement system account in the Republic of Latvia;
  • by delivery to the beneficiary’s place of residence. The delivery fee is 2.39.
