To obtain a certificate confirming the maintenance of social insurance status in Latvia while working in another EU/EEA country, Switzerland or the United Kingdom (A1 certificate), the State Social Insurance Agency (SSAA) invites clients to use the service Issuing a certificate or document for maintaining the status of a socially insured person in Latvia, available on the portal Latvija.gov.lv. Applicants can choose from three e-applications, depending on their situation.
It will no longer be possible to request an A1 certificate via the electronic address (e-address) by submitting application forms as attachments.
Situations when an A1 certificate is required:
- If an employer plans to send an employee to work in another Member State for a certain period, in order for the employee to remain subject to Latvian legislation and continue paying social insurance contributions in Latvia, the employer must submit an e-application to the SSAA A1 certificate for posting an employee to work in another EU/EEA country, Switzerland, or the United Kingdom. This application must also be submitted in cases of secondments of Latvian civil servants, European Community contract workers who have chosen application of Latvian legislation, as well as when a Latvian employer sends a seafarer residing in Latvia to work on a ship flying the flag of another Member State.
- If a self-employed person temporarily carries out work in another Member State or is active in several Member States and wishes to remain socially insured in Latvia, they must submit an e-application to the SSAA for an A1 certificate for self-employed persons working in another EU/EEA country, Switzerland or the United Kingdom.
- If an employer engages workers in two or more Member States (where the worker performs duties in different Member States on behalf of the same employer), including in the field of international transport, the employer must submit an e-application to the SSAA for an A1 certificate covering employment in two or more EU/EEA countries, Switzerland or the United Kingdom.
The SSAA sends the A1 certificate to the official e-address of the Latvian employer or employee, or by e-mail if the official e-address has not been activated.
If the official e-address on the portal Latvija.gov.lv, which is required for applying for an A1 certificate, has not been activated, the application may also be submitted:
- electronically, by signing with a secure electronic signature and sending by e-mail to: iemaksas@vsaa.gov.lv;
- by post to the Contributions Division of the SSIA at: Varakļānu iela 2, Riga, LV-1019;
- in person at any of the SSIA Customer Service Centres.
