Allowance to Compensate Transport Expenses of Persons with Mobility Disabilities
The allowance is not granted to persons who have received a temporary residence permit.
The allowance is granted to a person to whom or to whose child a disablement has been specified and to whom an opinion of the State Medical Commission for Expert-Examinations of Health and Working Ability regarding the determination of medical indications for the purchase of a specially fitted car and for the receipt of an allowance has been issued.
If the allowance is requested for a disabled child it is granted for one of the parents, guardian or person who actually raises the child, including a foster family if the child has been given for raising for a period that does not exceed a period of six months.
The allowance is granted in accordance with Section 12 of the Law on State Social Allowances and the Cabinet of Ministers Regulations No. 1606 “Regulations Regarding the Amount of the Allowance to Compensate Transport Expenses of Disabled Persons with Mobility Problems, the Procedure for Review Thereof, and the Procedures for Granting and Payment of the Allowance” as of 22 December 2009.
The benefits’ claiming rules
Grounds for awarding the benefit:
- Application for receiving the benefit
An application you can submit in one of the divisions of the State Social Insurance Agency (SSIA) or:
- personally or as electronic document, in accordance with the legal regulation of the processing of the electronic documents;
- sent by post or submit by a notary authorized person’s intermediation;
- submit in one of the customer service centers of the state or local governments, which have the cooperation agreements with SSIA.

By signing the application, the person requesting the benefit confirms that the information provided in the application is accurate.
Information about disabled persons to whom an opinion regarding the determination of medical indications for the purchase of a specially fitted car or receipt of the allowance has been issued will be submitted to the SSIA by the State Medical Commission for Expert-Examinations of Health and Working Ability in electronic form.
If the applicant for the allowance is a guardian then information about establishment of the guardianship will be submitted to the SSIA by the orphan’s court that made the decision on establishment of the guardianship.
The benefit may be requested through an authorised person, provided that the representation rights have been granted in accordance with Article 38 Paragraph one of the Administrative Procedure Law. Representation of a natural person shall be drawn up as a notarised power of attorney, or a natural person may authorise his or her representative at the VSAA office, if both the representative and the authorising person are present.
The rates of the benefits
Amount of the allowance is EUR 79,68 for each six months period.
Time for claiming
The application must be submitted not later than within 6 months from the moment when the right is created. If the benefit is applied for later it is granted only for the previous 6 months prior to the application for the benefit.
Time for decision
Decision on granting of the benefit is made within a month after the department of the SSIA has received all the documents and other information necessary to grant the allowance.
The payment of the allowance is discontinued
- for the period of time while the recipient of the allowance is fully provided for by the state (in a state-funded institution of prolonged social care or social rehabilitation or in a penal institution);
- if the recipient of the allowance leaves the Republic of Latvia to permanently live abroad.
Receipt of the benefit
The allowance is paid twice a year for each complete six months period counting from the day when the opinion of the State Medical Commission for Expert-Examinations of Health and Working Ability was issued until the moment when the term of the established disability ends.
The allowance is transferred to your account in a credit institution or the postal account system indicated by the recipient of the allowance, or per request of the recipient the allowance is delivered to his or her place of residence.
If the recipient of the allowance is deceased then the granted, but until the day of death not received allowance can be received by the spouse or all first or second-degree relatives.
When applying for the granted allowance not received due to death of the recipient of the allowance an application for payment of the allowance not received in case of the death of the recipient of the allowance must be submitted. The application can be sent also by post or in electronic form in accordance with the regulatory enactments regarding drawing up of electronic documents. When applying for the allowance by post or e-mail application form in the webpage of the SSIA www.vsaa.gov.lv can be used or a free text application.
