Benefit to Custodian for Supporting a Child
Guardian’s allowance for a dependent child may be granted to citizens, non-citizens, foreigners and stateless persons residing in Latvia, who have been assigned a personal identification number.
The allowance is not granted to persons with temporary residence permits.
The allowance is granted for children under guardianship, who have been assigned a personal identification number, except when a child has been issued a temporary residence permit.
The benefit is granted in accordance with Section 9 of the Law on State Social Allowances and Cabinet Regulation No. 1643 of 22 December 2009 Procedures for the Granting and Disbursement of Guardian’s Allowance for a Dependent Child.
The benefits’ claiming rules
Grounds for awarding the benefit:
- Application for receiving the benefit.
An application you can submit in one of the divisions of the State Social Insurance Agency (SSIA):
- personally or as electronic document, in accordance with the legal regulation of the processing of the electronic documents;
- sent by post or submit by a notary authorized person’s intermediation.
By signing the application, the person requesting the benefit confirms that the information provided in the application is accurate.
Information on establishing guardianship shall be submitted to VSAA by the orphan’s court which adopted the decision on establishing the legal guardianship.
The rates of the benefits
The amount of the benefit is :
- from the birth of the child till he/she reaches the age of 7 years – EUR 107.5;
- from the child’s age of 7 years till the age of 18 years – EUR 129.
If the child receives a survivor’s pension, the state social security benefit due to the loss of a breadwinner, means of subsistence from the Administration of the Maintenance Guarantee Fund or the state family benefit, then the allowance for the dependent child will be reduced by the amount of the survivor’s pension, the state social security benefit, means of subsistence and the state family benefit. If the insurance indemnity after the loss of a supporter is granted regarding the child, the benefit for supporting a child is reduced by the amount of the indemnity.
Time for claiming
Application for granting the benefit must be submitted no later than 6 months from the occurrence of such rights. When applying for the benefit later, it shall be granted only for the 6 months prior to the date of the application.
Time for decision
Decision on granting of the benefit is made within a month after the department of the SSIA has received all the documents and other information necessary to grant the allowance.
Receipt of the benefit
Guardian’s allowance for a dependent child shall be transferred free of charge to the account in a credit institution or Postal Accounting System (PAS) of the beneficiary.
